Two leaders of an Afghan ruling party faction hostile to President Babrak Karmal have been promoted in what may be an effort to broaden the base of the Soviet-backed government. The two belong to the People's Democratic Party Khalq faction, which is bitterly opposed to the Parcham wing led by President Karmal. The promotions were decided at a joint meeting of Afghanistan's Revolutionary Council and Politburo.
