Edward Kennedy's hard-nosed effort against Carter baffles the White House. A number of senior aides have concluded Kennedy wants Carter whipped in 1980. The aides think that Kennedy believes a Reagan victory would set the stage for a Democratic comeback under Kennedy in 1984.

But officials passed the word to some reporters: If Carter is defeated this year, he'll be back for another try in 1984.
