Oil nations weight jump in aid to third world

Finance ministers from the Organization of Petroleum Exporting Countries met Tuesday to consider a large increase in their aid to the third world. They hoped to reach agreement on adding $1.6 billion to the $2.4 billion OPEC fund. The meeting considered several suggestions for expanding the fund, including one to turn it into a development bank with resources of $20 billion.
