A Soviet shipping official has charged that US Air Force planes have begun "provocative" buzzing of Soviet merchant ships, flying as close as 25 yards to some vessels, according to the Tass news agency. It said Soviet ship captains in various parts of the Pacific and Indian Oceans radioed complaints about buzzings.
