Afghan rebels seize a provincial capital

Rebel forces seized a provincial capital in northeastern Afghanistan and checked the advance of the Soviet Army in two other provinces, Western diplomats and guerrilla leaders said Thursday. The diplomats said the city of Faizabad, capital of Badakhshan Province in the northeastern corner of Afghanistan, bordering both the Soviet Union and China, fell within the past three days.
