Foreign adoptions by Americans fell to their lowest level since 1994, according to the State Department. Foreign adoptions by Americans keep falling, despite the continuing increase in the amount of orphans and needy children worldwide.
The Russian parliament ratified an adoption law – aimed at regulation the adoption of Russian children by Americans – a year after the agreement was reached with the US.
The country threatened to suspend adoptions by U.S. families after the seven-year-old was sent back to Moscow on a one-way flight.
