The idea of the X Tax–a progressive consumption tax designed 25 years ago–generated lots of discussion among tax experts. Whatever you want to label it, there are so few new ideas in tax policy, it never hurts to revisit an old one.
There are good reasons for a simpler tax system, as found in the flat-tax plans of GOP hopefuls Perry, Gingrich, and Cain. But they need to be made more progressive to amount to real tax reform that can pass muster politically.

A flat tax would be much more regressive than the current income tax. As a result, poor people will pay a larger share of their income than they do at present.
