Tax Amendment Formally In Effect

The income tax amendment to the constitution of the United States was put into effect at noon today in formal proclamation by Secretary Philander C. Knox. The amendment, the first since that enacted 45 years ago, abolishing slavery, is the sixteenth added to the original constitution.

The proclamation followed to ratification of the income tax resolution by three fourths of the states in the Union after its passage by Congress.
