Popularized by American hip-hop artists in the 1990s, many young people around the world seem to enjoy walking around with their pants on the ground. In September, the mayor of Dublin, Ga., signed into law an ordinance that issues fines of up to $200 for wearing pants or skirts that hang "more than three inches below the top of the hips, exposing the skin or undergarments." Similar laws have been passed in Flint, Mich., and Delcambre, La.

During the 2008 presidential campaign, Barack Obama called legal attempts to stop sagging trousers a "waste of time."

"Having said that," Obama added, "brothers should pull up their pants."
