Slideshow: California's overcrowded prisons

California’s “get tough” policies on crime, starting in the 1970s, have resulted in America’s highest incarceration rates and prisons so crowded that a federal court recently ordered the state to reduce its prison population by 40,000. For now, the system holds 170,000 inmates – twice its intended capacity. Tony Avelar recently toured one California facility while on assignment for the Monitor and filed this photographic report.
