Cost per driver: $1,077 (Dallas), $1,112 (Boston)

High gasoline prices and recession-inspired thriftiness contributed to people driving fewer miles, which led to less congestion in 2009 than in 2008, the report notes. As the economy has started to recover, congestion, too, has begun to rise.
