Whipping by belt: A California irrigation official in the Imperial Valley resigns after a neighbor caught him on video beating his stepson during a game of catch.

 An Imperial County utility district director has resigned his elected office after he was arrested on suspicion of felony child abuse.

The Imperial Valley Press reports that Ryan Childers, lawyer for Anthony Sanchez, said Saturday that Mr. Sanchez quit his post with the Imperial Irrigation District that oversees water and electricity supply and distribution in the Imperial and Coachella valleys.

Sanchez was arrested after a neighbor turned in a video to sheriff's investigators last week that showed Sanchez repeatedly hitting his stepson with a belt for dropping a baseball while they were playing backyard catch.

Childers said no charges have been filed yet and the facts will emerge during the sheriff's inquiry.

Sanchez was elected to the board in 2006 to represent Calexico and other cities.
