For years, Hemkumari Chaulagain dreamed of getting a good night’s sleep. She didn’t mind rising early to receive predawn deliveries at her small shop in Kathmandu, Nepal. What wore her down was powering up the water pump each night to ensure the water storage tank atop her home stayed filled.
