A mannequin sits on the hood of a Suffolk County, N.Y. police cruiser on Wednesday. A New York driver faces $135 in traffic fines for using the mannequin as her plus-one in the high-occupancy lane of the Long Island Expressway. A sheriff's deputy on Long Island became suspcious when he saw the 'passenger' in the woman's car wearing sunglasses and a visor on an overcast day.
