After unusually heavy precipitation in late 1996 and early 1997, the Red River crested several feet about previous records. The river, which runs through North Dakota and Minnesota, devastated Grand Forks, N.D., and East Grand Forks, Minn. Though the physical damage from the flooding was extensive, there were no reported fatalities.
