Defense lawyers for Zacarias Moussaoui, the only person charged in the US following the Sept. 11, 2001, terrorist attacks, said in a court filing that they want to present testimony showing he has a major mental disorder. Despite his claims of sanity, the attorneys believe a doctor's psychological analysis could be critical during proceedings next month to determine whether Moussaoui should be sentenced to death or life in prison. A government-appointed doctor ruled he wasn't mentally ill when he pleaded guilty to six conspiracy charges last year, but not to being part of the 9/11 plot.
The Army cannot sustain the pace of troop deployments to Iraq long enough to break the back of the insurgency, according to the findings of a study done for the Pentagon and obtained by the Associated Press. Andrew Krepinevich, the author and a retired Army officer, said the military is in a "race against time" to adjust to the demands of the war.

The Port Commission of Newport, Ore., unanimously rejected a controversial plan by a Virginia company to use Yaquina Bay as a salvage yard for as many as 60 aging government ships, the Oregonian newspaper reported Wednesday. The plan to create the West Coast's only recycling yard was pitched as an economic plus for the area.
Struggling TV networks UPN and WB said they'll join forces to create a new network - the CW. It will try to attract viewers between the ages of 18 and 34. The new network will be a 50-50 venture of parent companies CBS Corp. and Warner Bros. Entertainment.
