Democracy's Day

Former President Nelson Mandela voted yesterday in South Africa's second municipal polls since apartheid ended in 1994. Tribal chiefs fearing a loss of power lobbied against the election that will reduce the number of districts by two-thirds. The chiefs' traditional roles will be reevaluated after the election.
