* IT COULD HAPPEN TO YOU - (PG, Columbia TriStar Home Video). When Charlie (Nicolas Cage) comes up short for a tip at the diner , he promises the waitress, Yvonne (Bridget Fonda), that he'll return the next day with either cash or half the earnings from a lottery ticket. The ticket turns out to have the winning numbers, and Charlie honors his promise - to the dismay of his money-hungry wife, Muriel (Rosie Perez), who divorces him. Romantic sparks begin to fly between Charlie and Yvonne, as classic tunes reminiscent of a simpler time play in the background. The film, based on a true story, shows that honest, generous people still have a place in the world. (July 29, 1994) - Judy Nichols * BARCELONA - (PG-13, New Line Home Video). With his clever and well-crafted second film, writer-director Whit Stillman has produced a worthy follow-up to his fine 1990 debut, ``Metropolitan.'' Both movies feature the dating lives of young people: The first was about New York debutants; the second focuses on two Americans living in Spain as the cold war winds down. Taylor Nichols stars as a conservative businessman whose newly arrived cousin, a naval officer, moves in unexpectedly. Full of humor, irony - and a little tragedy - the film follows the pair as they search for romance and learn to tolerate each other. Costarring Chris Eigeman. (July 29, 1994) - Kim Campbell * NATURAL BORN KILLERS - (R, Warner Bros. Home Video). Director Oliver Stone sets out to satirize the violence so constantly portrayed in America, but his characters' supposedly exaggerated antics are disturbingly realistic. Woody Harrelson and Juliette Lewis play a troubled couple who go on a cross-country shooting spree. For the most part, the action is visually sickening, but a few scenes - such as one that parodies the humor in TV sitcoms - are more intellectually stirring. The film glosses over too many issues of violence; Stone should have sharpened his focus. (Aug. 26, 1994) - Judy Nichols
