CORRECTION

The opinion-page article ''Pure Profit for Landowners at Environment's Ex-pense?'' Feb. 10, should have stated that the Private Property Restoration Act would allow a landowner to seek redress against the federal government whenever a federal law limits a right to real property and causes a ''nonnegligible reduction'' in its ''fair market value.''
