WORTH NOTING ON TV

* TUESDAY

Breyer confirmation hearings (PBS, scheduled at press time to begin at 10 a.m., EDT): Many public stations plan to air live coverage of the confirmation hearings by the Senate Judiciary Committee for Supreme Court Justice nominee Stephen Breyer. (Please check local listings; some stations will maintain their regular schedules.)

All-Star Game (NBC, 8-11 p.m., EDT): It's the 65th edition of the annual summer baseball game pitting top players in the American League against those in the National League. Some veteran fans argue that the event is losing even that small measure of competitiveness and league pride it used to have. Yet at least it gives viewers a chance to see lots of high-powered talent concentrated on one ball field.

This year's game takes place at Pittsburgh's Three Rivers Stadium. Starting lineups were determined by the votes of fans, with the rest of the roster assigned by managers.

A Moon Man From Massachusetts: The Robert Goddard Story (The Disney Channel, 9-10 p.m.): Last Friday's successful launch of the 2,000-ton Columbia space shuttle owes more than many people realize to a man who wasn't an astronaut and never sat in a mission-control room. Robert Goddard, a visionary physicist born in the last century, was one of the most influential figures in America's space program. His pioneering ideas about rockets and space travel led to modern rockets.

Fascinating home movies of his first rocket launch in 1926 are included in this documentary about Goddard's productive but not always appreciated career. The program covers his patenting of the world's first liquid-powered rocket in 1914 - a design used in rockets today.

World Cup Semifinals (ABC)

Italy vs. Bulgaria, 4:05 p.m., EDT (to conclusion), at Giants Stadium in East Rutherford, N.J.

Brazil vs. Sweden, 7:35 p.m., EDT (to conclusion), at the Rose Bowl in Pasadena, Calif. The winners meet Sunday for the final in the Rose Bowl.
