Where Were You? A Larry King Special (TNT, 8-9:30 p.m., E.T.): Barbra Streisand was buying a piece of jewelry. Jack Lemmon and Sean Connery were on their respective movie sets. Kevin Kline was in high school. But they all recall the moment they heard the news of President John F. Kennedy's assassination 30 years ago, on Nov. 22.

Host Larry King stresses that the show - aired live from Washington - is not another analysis, not an expose, not one of those half-fact, half-fiction miniseries or documentaries. This program examines the event in highly personal terms by asking the title question of a long and truly impressive list of names, topped by President Clinton and Hillary Rodham Clinton, with Vice President Gore, former Presidents Nixon, Ford, and Carter, and former British Prime Minister Margaret Thatcher. From show business, journalism, politics (Gov. Mario Cuomo of New York, etc.), business (like Ross Perot, Ted Turner, Lee Iococca), and other fields, the guests describe the event - whom most remember vividly - the times, and how they feel it affected their lives.

Viewers will also be invited to phone in and describe their own memories.

Booknotes (C-Span, 8-9 p.m.): The guest is Richard reeves, author of ``President Kennedy: Profile of Power.'' * MONDAY

The Nightly Business Report (Public stations: check local listings for stations and times): They're b-a-a-c-k (or almost) - those income-tax forms and preparation guides.

One way to ease the burden, according to many experts, is to begin early, so this program is offering a special ``Money File'' series that will air on public stations over three consecutive nights. It deals with some of the big questions for taxpayers, such as where you can shelter cash and how you can avoid an April cash crunch.

The advice - drawing on various sources - is offered by syndicated columnist Terry Savage, a regular contributor to this show.
