Report of the Secretaries of State (PBS,10-11 p.m.): If you'd like to hear foreign policy discussed by men who were once actually responsible for it, rather than by impassioned theorists, this PBS panel is for you. It's the 10th-anniversary edition of the annual program, and this year's impressive lineup of former secretaries includes George Schultz, Henry Kissinger, Dean Rusk, William Rogers, Edmund Muskie, and Alexander Haig, with Edwin Newman as moderator. Inevitably, one of the topics is whether pres sing domestic problems in the United States may retard America's world role - especially if President Clinton tightens the focus on internal affairs. SATURDAY

The Portrait (TNT, 8-10 p.m.): Gregory Peck and Lauren Bacall - who haven't worked together since their comedy-film hit `Designing Women' 36 years ago - star in an original drama about two aging parents' relationship to their daughter. Played by Peck's real-life daughter Cecilia Peck, she is an artist trying to finish a portrait of her parents in the face of their shifting plans and her father's memory lapses. The production boasts Arthur Penn as director and a teleplay by Lynn Roth. America and the Courts(C-Span, 7 p.m. to conclusion, E.T.): National Workshop for Judges of the United States Courts of Appeal.
