Citing the state budget impasse, California Gov. Pete Wilson Aug. 10 canceled plans to attend and speak at the Republican National Convention in Texas Aug. 17-21.... The Children's Defense Fund said Aug. 11 that poverty among children spread rampantly during the 1980s from large urban centers to smaller US cities. More than 25 percent of children in cities with populations of 100,000 or more were impoverished in 1989, the group reported.... Dallas's proposed teen curfew was struck down Aug. 10 by a feder al judge. He ruled that the ordinance violates the state and federal constitutions.... In Springfield, Ore., a movement to repeal the town's anti-gay-rights law failed to gather enough signatures to put the issue on the ballot.... In South Korea hundreds of riot police invaded Seoul's main train station Aug. 11, firing tear gas to quell a student demonstration, witnesses said.
