Citing the state budget impasse, California Gov. Pete Wilson Aug. 10 canceled plans to attend and speak at the Republican National Convention in Texas Aug. 17-21.... The Children's Defense Fund said Aug. 11 that poverty among children spread rampantly during the 1980s from large urban centers to smaller US cities. More than 25 percent of children in cities with populations of 100,000 or more were impoverished in 1989, the group reported....
