EAST GERMAN 'EMIGR'ES HOLD OUT FOR EXIT VISAS

The number of would-be 'emigr'es holed up in West Germany's closed diplomatic mission rose to 131 Tuesday night after an East German dashed through an entrance as a car drove out. Bonn and East Berlin are at loggerheads over hundreds of East Germans in the mission and West Germany's embassies in Czechoslovakia and Hungary. The refugees refuse to leave unless promised exit visas to the West.

West German Chancellery Office Minister Rudolf Seiters cut short his vacation to return to Bonn for a Cabinet meeting Wednesday to discuss the problem, government sources there said. Officials see no quick and easy solution.

West Germany closed its mission in East Berlin Tuesday to stem the flood of people seeking exit visas and to limit damage to its fragile relations with East Germany.
