SATURDAY World-class skating (ABC, 4:30-6 p.m.): Winners from the 1989 US Figure-skating Championships - including Christopher Bowman and ice dancers Susie Wynne and Joseph Druar (all gold medalists) - will perform selections from their awesome repertoire on ``Wide World of Sports.'' The show will also cover the Men's and Women's World Cup speed skating finals from Heerenveen, The Netherlands. The Victory Garden (PBS, 12:30-1 p.m.): The popular gardening show premi`eres its 14th season with a program from Lexington, Mass., on soil preparation and how to plant peas and spinach from seed. For contrast, it also has a look at some tropical plants in Hawaii. The Frugal Gourmet (PBS, 1-1:30 p.m.): Another season premi`ere: Jeff Smith begins a series on ancient cuisines with recipes from Italy, Greece, and China. SUNDAY Ten Years After: Bird vs. Magic (NBC, 2-3 p.m.): Nothing like watching a 10-year-old basketball game! But this one is special, an analystical look at the highest-rated college game ever, the historic March 26, 1979, contest between Indiana State's Sycamores, with current pro superstar Larry Bird on the team, and the Michigan State Spartans, when Magic Johnson played on that team. TUESDAY Frontline (PBS, 9-10 p.m.): About a mile from the gleaming downtown Dallas skyline, South Dallas is faced with drug trafficking and the violent crime that goes with it. ``The Dallas Drug War'' - hosted by Judy Woodruff - takes a graphic documentary look at a deprived community's efforts to cope with a harsh problem.
