Ideology, not gadgets, the key to arms letup, UN report says

The deadlock in arms talks between the superpowers is due less to disagreement over detail on arms hardware than to the nations' failure to recognize their ideological differences, says a report prepared by the United Nations Institute for Disarmament Research.

The report, released Tuesday, is based on interviews with high-ranking political and military officials in both the United States and the Soviet Union. It suggests greater confidence-building measures, such as seminars for the military advisers of both countries, as a means of promoting better understanding.
