With Hong Kong issue settled, China looks to Taiwan

On the eve of the 35th anniversary of the People's Republic of China, Chinese Premier Zhao Ziyang made a strong appeal for the reunification of Taiwan with the mainland.

After citing the example of the Hong Kong settlement with Britain initialed only four days ago, Premier Zhao said, ''Our proposition of 'one country, two systems' after reunification (with Taiwan) is most reasonable.''

Zhao also mentioned China's ''tortuous course'' over the past 35 years and said that since the Chinese Communist Party's Central Committee meeting in December 1978 (when Deng Xiaoping's political line triumphed) China had accomplished ''another great historical change'' of economic reconstruction.

''We now face an extremely important job - to speed up the restructuring of the economy,'' he said.

The speech was given before 3,000 Japanese visitors assembled in the Great Hall of the People. Guests included Communist Party General Secretary Hu Yaobang , chairman of the National People's Congress Deng Yingchao, and other top party and government officials. Foreign guests included Prince Norodom Sihanouk, titular head of the anti-Vietnamese resistance fighting in Kampuchea, and foreign diplomats.

This year's celebration of China's National Day, which occurs today, is the first public celebration since the mid-1970s and the most elaborate since the founding of the People's Republic. Many buildings along Peking's main boulevard have been outlined in bright lights and red lanterns, and large neon signs in Tian An Men Square flash the anniversary dates of ''1949-1984.''
