Child-abuse bill approved by Senate, goes to Reagan

A child-abuse bill was approved by the Senate Friday and now goes to President Reagan. The legislation would expand the definition of child abuse to include the withholding of medical treatment from infants who are diagnosed as being severely handicapped.
