Soviet comment says Reagan indicated no change of policy

The official news agency Tass said yesterday that President Reagan's speech at the United Nations Monday contained no indication of change in the present US policy and that ''the UN rostrum was actually used by Reagan for his political, electioneering aims.''

President Konstantin Chernenko addressed the Soviet Writers' Union yesterday in his first public speech since June, saying the entire global atmosphere hinged to a very large extent on relations between the United States and the Soviet Union. He said the US still does not understand that the normalization of Soviet-American relations depends on the principles of equality, mutual respect, and noninterference in internal affairs.
