Letter carriers hoping to post a victory over a perennial adversary are getting ''dogbrellas'' - devices to ward off ornery pooches they encounter on their appointed rounds. Canada Post Corporation will soon order thousands of the spring-loaded devices, which are designed to frighten off animals by making a loud popping sound when opened.
