Court rules on prosecutor in Carter papers case

A federal appeals court ruled Monday the Justice Department cannot be forced to request a special prosecutor to investigate how papers from President Carter's 1980 campaign reached Ronald Reagan's camp. The ruling reversed a lower court ruling that ordered Attorney General William French Smith to ask for an independent counsel to review the case.
