The Civil Aeronautics Board, reversing a decision made two months ago, tentatively agreed Thursday to ban smoking on all commercial airline flights of less than two hours. A final vote was scheduled for June 13.
The airline industry has estimated that such a ban would affect 85 to 90 percent of all domestic flights.
