President Reagan signed the Child Protection Act of 1984 Monday. The legislation, which Congress approved this month, is designed to help prosecutors fight sexual exploitation of children and would raise the penalties for using youngsters in pornography. The measure eliminates the current need for prosecutors to prove that the pictures, either photographs or films, are obscene before obtaining convictions.
