Quaddafi reopens border, but Egypt demurs

Libyan leader Muammar Qaddafi Wednesday announced the reopening of the Egyptian-Libyan border despite objections from Egyptian President Hosni Mubarak's government.

Colonel Qaddafi also threatened to ''upset the balance'' in northeast Africa unless the United States ''withdraws immediately from Egypt and Sudan.'' He failed to specify what he meant, but he did criticize Egypt for ''enlistment of American AWACS planes four times in one year.''
