US should pin Marcos aid to fair elections, foe says

Philippines opposition leader Salvador H. Laurel said Monday US aid to the government of President Ferdinand Marcos should be tied to the regime's ability to live up to its promise to hold ''fair and free elections'' in May.

Mr. Laurel said he would be speaking with State Department officials and congressional leaders. ''I want to find out whether they intend to continue to prop up the Marcos dictatorship or support the appeal of the opposition to withhold aid to the Marcos government until there are fair and free elections,'' Laurel said.
