Chad reconciliation talks face new uncertainty

Former Chad President Goukhouni Woddei, head of the Libyan-backed forces fighting Chad's pro-West government, arrived here Sunday for talks aimed at ending his country's 18-year civil war.

But after the sudden passing of Chad Vice-President Idriss Miskine Saturday, there was no clear indication when the Chad government delegation would arrive from N'Djamena or whether President Hisseine Habre would lead it.

Diplomats in Addis Ababa suggested the passing of Miskine, who was also foreign minister, might delay the talks.
