China said to reach goals for economy 2 years early

China has achieved its 1985 agricultural and industrial production targets two years early, Song Ping, chief state planning commissioner, said Thursday. Industrial growth is thought to have accelerated to about 10 percent this year from 7.7 percent in 1982, with 1983 grain production expected to top last year's 353.43 million tons by 20 million tons. Mr. Song also said the 1983 budget would be basically balanced.
