House committee votes to invoke War Powers Act

The House Foreign Affairs Committee approved a joint resolution invoking the War Powers Act Thursday. It would require President Reagan to withdraw US troops from Grenada within 60 days or seek congressional authority to stay longer.

The committee approved the resolution by a vote of 32 to 2. Chairman Clement Zablocki (D) of Wisconsin said the resolution he wrote ''is not, nor is it intended to be, critical of President Reagan for the invasion of Grenada.'' Mr. Zablocki said the resolution was necessary because he did not believe President Reagan's report to House Speaker Thomas O'Neill complied with the War Powers Act.

In Grenada, US marines captured Fort Frederick, an army barracks believed to be the last major objective of the invasion, Barbadian government sources said. They said the barracks fell after heavy fighting.
