Development of an electric vehicle at General Motors has ''gone the way of $2 -a-gallon gasoline,'' an official in GM's research laboratories said. GM technical director Nils L. Muench last week told GM shareholders the automaker continues development of a sophisticated battery that will make electric vehicles cheaper to operate. But the stabilization of gasoline prices has made a complete electric vehicle program uneconomical.
