The FBI said the two Soviet diplomats expelled last month were caught when they tried to obtain classified documents from American citizens. The FBI said Thursday that Anatoly Y. Skripko was apprehended by FBI agents after he obtained classified documents from a US citizen engaged in private and scientific and technical research. In the second case, the FBI said, Lt. Col. Yuri P. Leonov was observed by FBI agents as he obtained classified documents from an American.
