Shultz: US wants dialogue with USSR, amid concern

Secretary of State George Shultz said the US seeks ''constructive dialogue'' with Soviet leaders but would continue to try to force Soviet restraint worldwide.

Speaking before the Senate Foreign Relations Committee, Mr. Shultz said the US remains concerned about several aspects of Soviet policy:

* The quest for military superiority despite economic difficulties.

* Involvement in the third world.

* Attempts to impose Soviet-style regimes on neighboring countries.

* The ''practice of stretching a series of treaties and agreements to the brink of violation and beyond.''
