Mozambique announced changes in its Cabinet as part of a drive to rid its capital, Maputo, and other cities of social parasites. In a seven-hour speech, President Samora Machel said changes at four ministries would be involved in a cleanup of the cities, with the unemployed being sent to the countryside to do productive work. He said rural people came to the cities without jobs and resorted to crime.
