Ruckelshaus wins Senate confirmation

William Ruckelshaus won a 97-0 confirmation vote in the Senate as the new administrator of the Environmental Protection Agency. Mr. Ruckelshaus, who also was the agency administrator from 1970 to 1973, had promised he would allow no political decisions or sweetheart deals with companies.
