Admiral Rickover is right. Navy contractors are making excessive profits off government contracts. A General Accounting Office study finds profits of shipbuilding and other companies running between 20 and 66 percent. The companies defend these margins as justified by high quality and risk. The Defense Department says ''the prices paid were appropriate.''
