Haiti's first municipal elections in 25 years were tallied - and various reports said 10 to 40 percent of the voters took part. Haiti, the poorest nation in the Western Hemisphere, is ruled by President-for-life Jean-Claude Duvalier, who has announced a series of reforms that are being closely watched by critics of his human rights record.
