Leonid Brezhnev is not being forgotten either. The old town of Naberezhnye Chelny, site of the Kama River Truck Plant, has been renamed ''Brezhnev.'' That is probably his due, given that he launched the building of the huge plant which transformed a small town into a bustling city of 400,000 people. But ''Brezhnev'' just doesn't have the romantic ring of ''Riverside Dugouts.''
