Whistle-blower accuses EPA of 'sweetheart deals'

Whistle-blower Hugh Kaufman said Environmental Protection Agency officials had provided polluters with ''sweetheart deals.'' He added that some of the polluters went to the White House seeking to stop his accusations. A congressional panel is investigating the EPA's $1.6 billion program to clean up toxic-waste sites.
