Interest rates fell last week, but so did stock prices. Investors, concerned about the state of the economy, pulled back, unimpressed by the Federal Reserve Board's cut of 1/2 percent in the discount rate. For the week, the Dow Jones industrial average fell 7.26 points, closing at 1,011.50. Volume slowed on the downturn as investors waited for a sign of a revival of the bull market.
