Icy relations between the US and Marxist Mozambique may be thawing.

A US delegation led by Frank Wisner, deputy assistant secretary of state for African affairs, visited Maputo this week for talks on regional issues and held open the possibility of US aid for Mozambique's deteriorating economy. The talks were described as ''frank and productive'' and as part of an process begun in October when US Secretary of State George Shultz met Mozambique Foreign Minister Joaquin Chissano in Washington.

In '81, Mozambique expelled four US Embassy officials for alleged spying. The US retaliated by cutting off food aid to Mozambique.m
