Correction

On Page 13 of Nov. 24 editions, part of one paragraph in a story on Afghanistan relief aid was dropped. It should have read:

''Notwithstanding its old anti-Soviet rhetoric, the Reagan administration has effectively turned a deaf ear to the Afghan cause. Nor have American humanitarian organizations such as the Afghanistan Relief Committee, CARE, or Save the Children sought to alleviate the distress of the 8.1 million men, women , and children caught between two fronts: the government-occupied zones of Afghanistan and the officially recognized refugee camps of Pakistan. Similarly, despite oral backing, West European countries have also avoided providing direct aid.

''Not to be faulted. . . .''
